India’s Support: India’s enduring commitment to the well-being and holistic advancement of the Indian Origin Tamil community in Sri Lanka was recently highlighted by Indian High Commissioner Santosh Jha during a significant meeting with leaders of the Tamil Progressive Alliance, led by Mano Ganesan.
On January 5 this year, Sri Lankan President Ranil Wickremesinghe expressed support for the 13th Amendment as a feasible solution to the minority Tamil community’s call for political autonomy.

Enacted in 1987, the 13th Amendment integrated nine provincial councils into Sri Lanka’s Constitution, temporarily merging the North and East regions claimed by the Tamil minority as their ancestral homeland.
However, despite its historical significance, Sri Lanka has faced challenges in implementing the 13th Amendment. The Tamil community, advocating for autonomy since independence in 1948, has encountered numerous failed negotiations.
Initiatives such as establishing a joint provincial council in 1987 and constitutional efforts by Wickremesinghe between 2015-2019 met with opposition from hardline majority politicians.
India’s unwavering support for the Indian Origin Tamil community’s welfare in Sri Lanka remains strong. The historical context of the 13th Amendment, combined with contemporary challenges and the ongoing struggle for autonomy, underscores the complexity of this issue.
As India continues to advocate for the implementation of the 13th Amendment, hopes persist for a comprehensive resolution to the minority Tamil community’s aspirations for political autonomy.
