He earned his B.Tech in Electrical Engineering from IIT Delhi (Class of 1985)—an institution that would later honor him with the Distinguished Alumni Award 2023 for his outstanding achievements in corporate leadership and public service.

He further pursued his PGDM (MBA equivalent) from the Indian Institute of Management, Calcutta (IIM-C), one of India’s most prestigious management schools. As a Commonwealth Scholar, he went on to earn a Ph.D. in Transport Economics from the University of Leeds, UK, solidifying his global academic credentials and shaping his analytical and strategic mindset.

This academic journey equipped him not only with technical and managerial expertise but also with a multidimensional understanding of systems, strategy, and transformation—a hallmark that would define his illustrious career.

From Railways to Boardrooms: The Making of a Turnaround Leader

Dr. Shinghal’s professional story began with the Indian Railways Traffic Service (IRTS) in 1989, where he handled diverse roles in operations, commercial functions, marketing, and infrastructure planning. His deep understanding of logistics, transportation, and public systems gave him the grounding needed to handle complex organizations later in life.

At Container Corporation of India (CONCOR), he was instrumental in managing operations, marketing, and IT systems—combining efficiency with innovation. But it was during his tenure at the Indian Railway Catering and Tourism Corporation (IRCTC) that he made one of his most memorable contributions. As Director of Tourism & Marketing, Dr. Shinghal spearheaded the creation of IRCTC’s entire tourism vertical and oversaw a meteoric rise in e-ticketing—from just 20,000 to over 500,000 bookings per day. This digital transformation not only revolutionized railway travel but also changed the way India interacted with public-sector technology.

Nalin Shinghal: Turning Around Public Sector Enterprises: CEL and BHEL

One of the most striking chapters in Nalin Shinghal’s career came with his appointment as the Chairman & Managing Director (CMD) of Central Electronics Limited (CEL). When he took charge, CEL was in a deep financial crisis, with nearly 90% of its net worth eroded. Through strategic restructuring, financial discipline, and innovation-driven culture building, he led a complete turnaround, transforming CEL into a profitable, competitive organization.

His success at CEL cemented his reputation as a turnaround specialist, capable of revitalizing struggling enterprises through clear vision and strong execution.

In July 2019, he took on a far greater challenge—as CMD of Bharat Heavy Electricals Limited (BHEL), one of India’s largest engineering and manufacturing giants. Leading a company at the heart of India’s industrial ecosystem was no small task, yet under Dr. Shinghal’s leadership, BHEL experienced a strategic rebirth.

He championed a multi-dimensional transformation strategy to make BHEL a “Future-Ready Global Engineering Organisation.” By improving project execution, accelerating delivery timelines, and enhancing customer-centricity, he led the company to achieve a ten-year high in its order book. His tenure was marked by renewed efficiency, digital transformation, and a reenergized workforce, reaffirming BHEL’s place as a pillar of Indian industry.
