India-Maldives Strategic Partnership Elevated During PM Modi’s State Visit
In a historic diplomatic development, Prime Minister Narendra Modi’s visit to the Maldives on July 25–26, 2025, marked a new chapter in the India-Maldives Strategic Partnership, showcasing mutual resolve to reset and elevate ties amidst regional geopolitical shifts.
India-Maldives: A Ceremonial Welcome and Symbolic Warmth
Arriving in Malé on July 25 as the second stop of his two-nation tour after the United Kingdom, PM Modi was welcomed with full state honors at Velana International Airport. Maldivian President Mohamed Muizzu personally received him, flanked by senior cabinet ministers, including the ministers of Foreign Affairs, Defence, Finance, and Homeland Security.
The capital wore festive colors, with Indian flags waving alongside Maldivian banners. Children holding hand-painted portraits of Modi lined the streets—offering a heartfelt Maldivian welcome. The visit carried emotional and strategic symbolism, especially as it coincided with two key milestones: the 60th anniversary of the Maldives’ independence and 60 years of India-Maldives diplomatic relations.
A Purposeful and Pivotal Visit
Prime Minister Modi’s presence as Guest of Honour at the Maldives’ Independence Day celebrations on July 26 highlighted the importance India places on the bilateral relationship, even after recent diplomatic turbulence. It was also the first official state visit hosted by President Muizzu since he assumed office in November 2023.
This visit served not just as ceremonial diplomacy but as a strategic reset, aimed at healing tensions stemming from the “India Out” campaign and recalibrating the Maldives’ earlier tilt towards Beijing.
Key Agreements and Forward-Looking Initiatives
At the heart of the visit were comprehensive bilateral talks covering trade, defence, maritime security, infrastructure, and climate resilience. Top Indian officials, including External Affairs Minister Dr. S. Jaishankar, National Security Advisor Ajit Doval, and Foreign Secretary Vikram Misri, joined PM Modi.

₹4,850 crore Line of Credit (approx. $565 million) extended by India to support crucial infrastructure and development projects in the Maldives.

India-Maldives: Inaugurations and Development Milestones
The visit saw the inauguration of several India-assisted projects:

A new Ministry of Defence building in Malé—state-of-the-art infrastructure designed to boost national security capacity.

Handover of 3,300 housing units in Hulhumale, a testament to India’s commitment to affordable housing and urban development.

Launch of a comprehensive roads and drainage system project in Addu City.

Unveiling of six high-impact community development projects, addressing mental health care and special education needs.

A Diplomatic Triumph and Emotional Engagement
Modi’s presence at the Maldives’ 60th Independence Day was deeply symbolic, underlining the longevity and resilience of the bilateral bond. His speech reiterated India’s abiding support, calling the India-Maldives friendship “older than history, and deep as the ocean.”
The Indian diaspora in the Maldives, too, made its presence felt. As PM Modi stepped onto Maldivian soil, chants of “Vande Mataram” and “Bharat Mata ki Jai” resonated across the gathering, capturing the emotional significance of the visit.
Strategic Implications in the Indian Ocean Region
The visit strongly reinforced India’s Neighbourhood First policy and its strategic framework under Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions). It comes at a time when regional dynamics have become increasingly competitive, particularly with China’s growing presence in the Maldives following President Muizzu’s visit to Beijing in January 2024.
This outreach by India signals its intent to remain the preferred and reliable partner in the Indian Ocean region. India has consistently demonstrated support in the Maldives’ moments of crisis—from the 1988 coup attempt to the 2004 tsunami, the 2014 water crisis, and the COVID-19 pandemic.
A New Chapter in Regional Diplomacy
President Muizzu acknowledged the historical and cultural depth of ties with India, calling India a “key tourism and trade partner.” He also emphasized that the Maldives’ strategic location would never be allowed to threaten regional peace.
Indian Foreign Secretary Vikram Misri aptly summarised the outcome: “This visit brings fresh momentum to the India-Maldives Strategic Partnership, paving the way for an era of renewed trust and cooperation.”
Former Maldivian Foreign Minister Abdulla Shahid and former President Mohamed Nasheed welcomed the positive trajectory, reinforcing the importance of embracing India’s consistent friendship and developmental support.
