When the CHSRA Board selected Ian Choudri as CEO, industry leaders praised the decision as a pivotal moment. Ray LaHood, Co-Chair of U.S. High Speed Rail and former U.S. Transportation Secretary, called him “the right executive at the right time.” He succeeds Brian Kelly, who led the project from 2018 and brought it to the cusp of completing the 171-mile segment between Merced and Bakersfield in California’s Central Valley.

The path has not been smooth. In July 2025, the Trump administration terminated $4 billion in federal grants earmarked for the Central Valley section. Rather than faltering, Choudri responded with resolve, calling the move “unwarranted and unjustified.” Under his guidance, the California state government sued to block the termination, ensuring construction momentum never stopped.

Just months later, his persistence bore fruit. In September 2025, the California State Legislature approved a groundbreaking agreement to allocate $1 billion annually from the state’s cap-and-trade program through 2045. This guaranteed funding stream is a monumental achievement that shores up the project’s financial base and gives private investors the confidence to participate.

Building a Self-Sustaining Future

  • Nearly 70 miles of guideway are complete.

  • Track-laying equipment is being procured as the project moves toward its next critical construction phase.

The Authority aims to launch the Merced-to-Bakersfield segment by 2032, with phased expansions toward the San Francisco Bay Area and Los Angeles regions in the years to follow.
