On September 19, 2024, at the “Meet the Press #2” event, Mr. Maris Sangiampongsa, recently reinstated as Thailand’s Minister of Foreign Affairs under the Paetongtarn Shinawatra government, revealed his foreign policy vision for the country. Maintaining a neutral stance in international affairs, the minister emphasized Thailand’s commitment to boosting the nation’s economy through diplomacy and strategic global partnerships.
Despite the recent change in leadership, from Srettha Thavisin to Paetongtarn Shinawatra, Mr. Maris assured the public that Thailand’s foreign policy will remain consistent and transparent. However, he pointed out that within the next three to six months, the government aims to make the policy more tangible. This consistency is crucial as the government builds upon the previous administration’s success while prioritizing “diplomacy for the people” and “proactive economic diplomacy.”
Mr. Maris highlighted that Thailand has garnered increasing recognition on the global stage, both politically and economically. His ministry is prepared to lead trade and diplomatic initiatives, actively working with international organizations and countries to create new economic opportunities for Thailand. “We are operating with a proactive and serious approach, with tangible benefits in mind for both the people and private sector,” said Mr. Maris.
Strengthening People’s and Commercial Diplomacy
The minister’s address placed great emphasis on People’s Diplomacy and Commercial Diplomacy, focusing on the government’s commitment to addressing cross-border challenges, such as drug trafficking, human trafficking, water management, and PM2.5 pollution. These complex issues, Mr. Maris explained, require collaborative international efforts for resolution.
He stressed that the Ministry of Foreign Affairs will no longer work in isolation. To ensure that their policies address real needs, Mr. Maris has personally visited various communities and consulted with representatives from all political parties. Regarding the management of the Mekong River, he revealed that Thailand has been engaging with China and Laos under the Mekong-Lancang Cooperation (MLC) framework to protect communities from the dangers of flooding.
In addition, discussions with Myanmar have led to agreements aimed at easing the difficulties faced by flood-stricken communities in both nations. Sustainable water management solutions, he explained, are at the forefront of these dialogues.
Mr. Maris reaffirmed Thailand’s neutral foreign policy, stating that the country will continue its tradition of “not taking sides” and will maintain balanced relationships with all global powers. This neutrality, he stressed, is key to ensuring that Thailand reaps the benefits of peace and prosperity on the international stage.
A major diplomatic success highlighted during the press conference was the recent release of 24 Thai hostages in Israel. Thailand, as the first country to secure the release of all its citizens, underscored its active role in international diplomacy. This event, according to Mr. Maris, showcased Thailand’s global influence and the strength of its foreign policy under his leadership.
Driving Economic Diplomacy Forward
With a particular focus on Commercial Diplomacy, Mr. Maris laid out his plans to bolster Thailand’s soft power on the international stage. This strategy includes utilizing Thailand’s 93 embassies and diplomatic missions as gateways for trade, ensuring that local Thai communities benefit from global partnerships.
The annual Thai Festival, which is held in several countries, was cited as a key platform for showcasing Thai products to international markets. Mr. Maris emphasized that these efforts would not only promote Thai culture but also provide economic benefits through international trade.
Additionally, the Foreign Ministry is working on a two-way collaboration strategy that allows foreign nations to work closely with local Thai communities. By connecting local talent and resources with foreign partners, Mr. Maris hopes to foster development through financial support and technology exchange.
Introducing New Visa Policies
To further stimulate Thailand’s economy, Mr. Maris unveiled plans for two new visa initiatives: the Destination Thailand Visa (DTV) and the Electronic Travel Authorization (ETA). The DTV visa, offering up to a 180-day stay with an extension option, is expected to attract international professionals and tourists, further driving Thailand’s economic growth.
Simultaneously, the ETA visa system will improve travel convenience and security. Thailand is also in discussions with five ASEAN countries—Cambodia, Laos, Myanmar, Vietnam, and Malaysia—to introduce a joint tourist visa. This initiative, similar to the Schengen Visa, would allow tourists to travel between these countries with a single visa, promoting tourism across the ASEAN region under the theme “6 countries, 1 destination.”
Protecting Thais Abroad
Drawing on his experience as a former ambassador, Mr. Maris reiterated his dedication to protecting Thai citizens abroad. Whether it be workers, travelers, or students, the Ministry of Foreign Affairs is committed to safeguarding their interests and providing swift assistance in emergencies.
The minister highlighted recent efforts to aid Thai workers in South Korea, including issuing travel documents for voluntary repatriation and working with agencies to provide skills training for Thai workers. He concluded by emphasizing the ministry’s readiness to operate 24/7, ensuring the safety and well-being of Thai citizens across the globe.
